Neova’s renewable energy projects progressing towards plan proposal phase

The Environmental Impact Assessment (EIA) procedures for four renewable energy projects developed by Neova have been completed. During the summer of 2025, Konnunsuo wind power project in Pyhäntä, Palloneva wind and solar power project in Kauhajoki, and Kynkäänsuo wind and solar power project in Oulu received the authority’s reasoned conclusions. Kairineva wind and solar power project in Halsua and Kokkola received its reasoned conclusion earlier in autumn 2024. Konnunsuo project is a joint venture between Neova and Metsähallitus, while the other three projects are jointly owned by Neova and Swedish company Rabbalshede Kraft AB.

“Receiving a reasoned conclusion for a project means that the coordinating authority has been able to form a sufficiently comprehensive understanding of the project and its most significant environmental impacts based on the assessment report and related studies. This conclusion is a major step in the permitting process, as it enables the transition to the component master plan proposal phase. Once the proposal is approved, the component master plan serves as the basis for building permits. For the Kynkäänsuo project, the most significant environmental impacts relate particularly to water bodies, moor frog, birds of prey, and the landscape. Also, for the other projects, concerns raised by authority ─ including requests for additional studies and requirements for clarification ─ were largely related to similar themes,” explains Project Manager Päivi Mahosenaho.

“A reasoned conclusion also means that any necessary additional studies, refinements to assessments, and changes to plans can be incorporated into the proposal phase of the planning. Therefore, the EIA procedure no longer needs to be supplemented,” Mahosenaho continues. In all four projects will be carried out additional studies during autumn 2025 and spring and summer 2026 in accordance with the authorities’ requirements. At the same time, materials for the master plan proposal will be prepared, including plan maps and explanatory reports. The goal is to reach a fully permitted Ready to Build stage for all four projects during 2026–2027.
